Anyone know what I should feed my new borns? I read somewhere maggots were good, but is there anything else?

Garter snakes don't eat insects. Feeder guppies are small and easy for the babies to eat.

Ok, thats easy enough. but how exactly do I do that? put a shallow dish in their cage?

Yes, I use the cheap plastic food storage boxes you can buy at any store. I use the flat one for stuff like sandwiches. If they aren't taking them right away you can drop the guppies in the tank in front of the snakes to get their attention, they will usually go after them once the fish starts to flop around.
