Is your tortoise a male or a female? Is there more than one suitable shelter in your enclosure? If you have any edible plants in the enclosure, the answer is generally no. These are things you have to consider. If you have a male, then he will not enjoy the company of another in all likelihood. Even some female russians I've kept have resorted to aggressive behavior (it's usually reserved for the spring, but I still kept separation quarters when I kept russians; you never know who will one day decide to bite and injure a penmate). Also make sure to quarantine the animal for at least ninety days before introducing him. Also, do the usual safe thing and have it checked out by a vet.

All wonderful suggestions, but the question still stands. If you were to house more than one Russian together, what size pen would you have for it? I fancy the idea of having baby torts, but probably won't - i've too many animals as it is.
