ok im going to screen my enclosure. should i do it on the inside or outside? if on the out side i was gonna trim over it, but on the inside i would know what to do.

Is this screen going to support or be exposed to a heat lamp or heat emitter?
Generally it is your choice, top or bottom.
If just for ventilation and/or light only, not high heat, then a real easy way is to get window screen materials (frame, screen, cord, etc) and make a framed screen of desired size that covers the cutout in the cage top by about 3/4" all around. Lay the screen on top of the lid (or bottom if you want), frame around it with molding of similar thickness, and use clips to hold the screen down. This way the screen assy is easily removed/replaced if needed. Cheap, easy, removable and looks nice.
