a 55 is a foot by four feet (by 17 high I think)
Personally I hate tanks for rats as there is trouble with airflow, condensation, upper respiratorys. The only way I have consistently found that works is to use a pelleted low dust, high absorbancy bedding like Cellsorb Plus and hope for the best.

As for how many? Probably a 1.6 Depending on if you are adding nest boxes, wheels etc. I keep a 1.4 in a 18X24 wire cage (with a wheel and box and 18 high.
