Pancake eyes stuck shut

I've had a colony (1.3) of pancake torts for about three months now. They were a little slow getting started after they arrived, but after a week or so they settled in, ate like pigs, and would come out of their hide box if they sensed my presence.

Today I noticed one of the females attempting to eat, but she missed the food with each bite. On closer inspection I could see that her eyes were shut, hence she wasn't able to see where she was biting. There was no inflamation, no discharge, no crustiness, nothing to indicate what might be wrong. I soaked her in luke-warm water but her eyes remained closed.

The others in the colony are fine, bright-eyed and active. Husbandry, diet, etc is the same for all four.

Any ideas as to what might be going on?

if they are not born here, I would have her exams before any major crash.
