You can comfortable fit only one adult bearded dragon in that cage. That size cage is the minimum recommended cage size for a single adult bearded dragon.
The lights should be mounted on the inside, mostly because it is easier to heat and provide UVB light with the fixtures inside. However, care must be taken to ensure the basking light is not too close. You don't want it close enough for the dragon to jump at and burn himself on. If you are going to use Mercury Vapor style UVB bulbs, then I suggest mounting it outside the cage. THe reason being is these bulbs do put out a high level of UVB and if too close (less than 18" from the dragon) it can cause problems.

what size of cage do i have to get for a trio when i started to breed? can 2 females fit in a 4x2x2?
There are good breeders out there that put multiple dragons in a 4x2 cage. Although it's not the best setup. 4 x 3 or 6 x 2 would be fine for a trio. I'm in the process of building a 5 x 3 1/2 for a male and his harem (2).
For breeding, I suggest three 4x2x2 foot cages, or one 4x2x2 and a larger one for the females, say 5'x2'x2 or 5'x3'2 (the height can be less than 2 feet though, but no lower than 16"

how many can i put in a 5x2x2? i have notice that lots of people house a pair or a trio in a 4x2x2
k ill break it down for ya. what is recommended is 4x2x2 for one adult bearded dragon. in ALL actuality, no matter who says what, you can put 2 dragons in a 4x2x2 just fine with no problems. there is enough room for them both to run around, have a nice basking spot, and a cool spot.
for a trio go with a 5x2x2, for anymore than that add 1 foot in length per dragons. with 3 or more you may need more basking spots as well, which means you need more length for a cool spot
