Illegal Pond Plants in NC?

Im trying to find out what plants are leagal to have in ponds in NC .. since i would like to make it habitable for turtles ASAPP.. so that i can help out a pond full of turtles that need help

as far as I know, there are none. Water hyacinth is illegal in some states, but not in NC, and that's the big one that folks worry about.

well elodoea is illegal in many places and so is water lettuce.
