Eastern Indigo Laws in Illinois

Does anyone know if I need a Illinois Department of Natural Resources permit and a Federal permit to keep eastern indigos in Illinois or just the Federal permit?

If you purchase your indigo from w/in the state of Illinois, you only need an E & T (Endangered and Threatened) Species Permit from the IDNR. If you purchase the indigo from out of state and it is shipped to you in Illinois, or, carried across state lines, you will both a USFWS Federal permit, AND, the IDNR E & T Permit. Hope that clarifies your question.

How do I go about obtaining a IDNR permit and what are the qualifications for it?

You can get the application from their website: google search will get you there (it might be www.idnr.org but I don't have it in front of me at the moment). It's just a one page form that is fairly easy to get (all of my staff have their own).
