It all depends on the power of the mat and the thickness of the plastic. The general rule, though, is that heat mats connected to plastics should be on a thermostat. Plastic seems to heat up rather quickly.

If it is hot enough to melt the tub it is hot enough to burn your snake and do damage. Either way it should be regulated down to a suitable temp.
Personally I don't 'attach' them I just set tubs on heat tape.

Under some conditions it can, so always use a temperature controller (like a lamp dimmer or a thermostat).

Having an airspace between the heater and the shelf (e.g. heater attached to box, box raised up with glides sold for furniture) will help prevent a problem. Or the flip side of this, having a space between the box bottom and the heat pad will work as well.
