I would vote "No". The height is fine, but I've seen some huge monkeytails that like their floor space.

how much space do blue tounge skinks require when fully grown
that depends on the species. I keep my Eastern in this 4'x 2' custom.

you can put most blue tongue skinks in that cage size, as long as you lie it down flat, so the 4' height becomes the length. However the width is not that great, should be two feet or more. Most blue tongues do get to be 18" long or close to that, with some being longer. For more info on the individual species of blue tongue skinks check out
That cage, from what i know about monkey tailed skinks, will be too narrow as well. Monkey Tails get between 18" - 30". Cages should be at least twice the length of the animal in length and the animals length in width and depth, if not more and this ratio will vary depending on the species. Minimum sized cage for monkey tails are: 4'x2'x2' which seems to me, very small...especially if you have a 30" skink. (double length for length of cage would be 60" using my formula above and that equals 5 feet). If I recall correctly monkey tails are more arboreal than blue tongues so height is more important than length, or a good balance between the two, so it may be best to have 5' high and 2 feet wide and long.
