helo~ Mybe it is a stupid question but I would like to ask about Leucistic Texas Rat snake, I heard that it is not albino snake, actually what is that if it is not albino but still all white in colour, with eyes in dark-red colour?

Leucistic snakes have no pigment cells in their skin. Albino snakes have the pigment cells but some of the pigments are not produced by them. Albino snakes have those classic "pink" eyes while leucistic snakes have dark blue eyes.
