Using rheostat, still too hot

I have a new hatchling rack (babies due today or tomorrow) heated w/ flexwatt. I have it plugged into a ZooMed rheostat, on the lowest setting, but it's still about 10 degrees too hot. What can I do? Is there something I can put between the tape & the container (thin, though, it's a hatchling rack) to lower the temp inside the containers?

I'm not a fan of the cheap zoomed etc thermostats and rheostats,a dimmer control is easy to wire up for about 10 bucks you can use a dimmer kit found in the lgihting section at home depot then splice it into a cheap extension cord I use that setup on a few different racks and I have no problems keeping temps low enough.
