Just the subject "Green Racer" easily narrows this down. It's a Baron's green racer and it's highly venomous. JUST KIDDING!
What you really have appears to be a yellow-belly racer. I can't narrow it down much further because my field guide is at home and I'm away lol.

Yea, its a yellow belly racer but I was not informed of the locale it was collected from.

I have only seen one really emerald green Yellow Bellied Racer. It was a stunner. Collected at Harlan Counter Reservoir in SW Nebraska, near the Kansas border. It was very different looking than any other YBR I have seen from Nebraska or South Dakota.
Does that picture really show what the snake looks like? The one I saw was an even brighter, more emerald green color.

The Yellow-Bellied Racer and the Black Racer are separate subspecies, I don't know if they overlap or what they look like at the intergrade zone, assuming one exists. I think in the south there is another subspecies that separates them.
Lost my field guides and all of my other reptile books in a flood a few years ago and don't remember for sure.
