Every House bill gets three votes in the House. The first vote is just a formality to send it to committee. The second vote is the most critical and approves the bill for the third and final vote. The third vote RARELY overturns the second.
HB 2414 passed the second vote (with the amendment attached) yesterday.
The bill will get a 3rd and final House vote today. It is a near certainty that it will pass this vote.
Matt in Carl Isett's office will be looking for a Senator to sponsor HB 2424 in the Senate.
The amended bill will then get referred to a Senate committee. I've been told that it will probably go to the "Natural Resources" committee.
We will need to lobby the Senate Committee for fast approval as a "Consent" items. Funny, we fought like hell to get it off the House Consent calendar. Now we want it on the Senate Consent Calendar. What a difference an amendment makes.
Timelines in the Senate will be tight, but we have reasonable odds of getting it through. I'll research the details on the Senate deadlines today or tomorrow.
We need it to stay as currently amended as it goes through the Senate. If it gets amended in the Senate, it will have to go to conference committee and will almost surely run out of time.
I don't see anyway we can lose now. It either dies and there is no change. Or, it is passed with the R&A&I exclusion.
