You need a good drainage layer, perhaps 3 inches of gravel below the substrate of organic compost mix, or build a false bottom for something more fancy, such as a water-way. A one inch gravel layer will do for a short term, small tank (such as 10 gallons), but will limit the plants you can grow, and may saturate and sour over time.
You might give us more details about how you have set up the tank. What size is it? What plants are you growing in it? And not the least, which species of darts do you want to keep in it? That will give us a better idea of how to help you.
