Um..so far, with no photo or description, the best I can come up with is a Wisconsin Stream Snake.
On a more serious note, it is probably either a water snake, genus Nerodia, or a garter snake, genus Thamnophis.
Give us a little more info, & we might come up with a more definitive answer for you.

Doesn't look like a snake at all. Looks more like a fish or eel. Have any more pictures?

Yeah, that's an eel. Definitely not any kind of reptile or amphibian. I'll forgive you for not attaching the pic the first time if you forgive my sarcasm in the first response.

pretty sure thats a lamprey.
Silver lamprey-Ichthyomyzon unicuspis
Pretty common in Wisconsin.

definitely a lamprey. The row of hole-like pump action gills give it away. You should have also been able to see a circular mouth with a ton of tiny teeth in it. They attach themselves to the sides of fish, scrape away the flesh using their tongue, and feed on the blood and other body fluids of their host. Not always fatal, but leaves one hell of a scar on even large fish. Living in Vermont and only having first hand experience with sea lamprey I can't do much for ID other than to agree with karmakritters
