what up dog, I don't understand the question, or was that a question?

antelope May 31, 2007 10:48 PM

Not a question, a saying, like, SAN anTONio! as in Holy smaokes! Come home to this little jewel as I am planning my alterna escape. Major bummer, need to step up my vacation. Swear to God I am fed up with all the sidestepping on these issues. What are decent folk to do when we can sell turtle meat to Asia and can't road hunt for ourselves? I know, sustainable harvest, but the carnage I see on a day to day basis proves to me that what I hunt is sustainable if the powers that be left it alone. What good is a hunting license or non game permit if.....?

that's backassward sustainable harvest, it's total BS... Bayou Bob has a friend on the commission of Game and Fish.

All the rotten apples will be exposed no matter how long it takes.

Turning into the biggest soap of all, who shot J.R.? It is always the same, somebody has one hand in the pocket and the other is using him like a puppet. I am not gonna take this lying down, absolutely cannot give in to this bs, gonna be a cold day......

My reading of this crap bill is that the 2414 language will take effect immediately.

HB 12 will take immediate effect upon signature by the governor, with the exception of some specific items that will go into effect on Sept 1, 2007 and other items that will go into effect on April 1, 2008.

The HB 2414 language amends Parks and Wildlife Code sections 62.001 and adds 62.0031. Neither of these sections was listed as having a delayed effective date.

From HB 12 Text regarding effective date:
>>SECTION 59. (a) Except as provided by Subsections (b) and
>> (c) of this section, this Act takes effect immediately if it
>> receives a vote of two-thirds of all the members elected to each
>> house, as provided by Section 39, Article III, Texas Constitution.
>> If this Act does not receive the vote necessary for immediate
>> effect, this Act takes effect September 1, 2007.
>> (b) The following take effect September 1, 2007:
>> (1) Sections 442.002, 442.0021, 442.0022, 442.004,
>> 442.0055, 442.006, and 442.009, Government Code, as amended by this
>> Act;
>> (2) Sections 442.022 and 442.023, Government Code, as
>> added by this Act;
>> (3) Subchapter H, Chapter 614, Government Code, as
>> added by this Act;
>> (4) Sections 12.013, 12.306, 43.402, 46.001, 62.011,
>> 65.0072, 65.008, and 284.001, Parks and Wildlife Code, as amended
>> by this Act; and
>> (5) except as provided by Subsection (c) of this
>> section, Subchapter V, Chapter 43, Parks and Wildlife Code, as
>> added by this Act.
>> (c) Sections 43.851(d) and 43.856, Parks and Wildlife Code,
>> as added by this Act, take effect April 1, 2008.

From HB 12 Text regarding HB 2414 language:
>>SECTION 43. Section 62.001, Parks and Wildlife Code, is
>> amended by adding Subdivision (3) to read as follows:
>> (3) "Public road or right-of-way" means a public
>> street, alley, road, right-of-way, or other public way, including a
>> berm, ditch, or shoulder.
>> SECTION 44. Subchapter A, Chapter 62, Parks and Wildlife
>> Code, is amended by adding Section 62.0031 to read as follows:
>> Sec. 62.0031. HUNTING FROM PUBLIC ROAD OR RIGHT-OF-WAY
>> PROHIBITED. (a) Except as provided by Subsection (b), a person may
>> not hunt a wild animal or bird when the person is on a public road or
>> right-of-way.
>> (b) This section does not apply to the trapping of a raptor
>> for educational or sporting purposes as provided by Chapter 49.

I was the one who was told it would not take effect until Sept. 1. Looking at what you put up it appears the person I spoke to may have been in error.
