My gut impression from talking with a couple of staffers was that they were actively trying to build a case for vetoing this bill. They will probably be very careful NOT to disclose the governor’s intent prior to a final decision.
The funding provisions in HB 12 are very good for TPWD, but bad for the state's general budget. Also, it is a very complex bill and rushing the conference committee passage resulting in lots of ill conceived compromises that could be greatly improved in a special session.
The press could easily make Gov Perry look really bad for "stealing money from Texas parks" if he vetoes this bill. That is why we have to also push for special session and help him build a case by recruiting other politicians to support a veto and special session.
