Aside from Texans originating from Texas and Easterns from Florida/Georgia, the main difference is coloration. Easterns are black with a white or reddish chin/face. Texans have more of a black/gray look with a tan or gold-ish looking chin/face and belly. They both reach the same sizes. I've found Texans to be somewhat more aggressive in that they'll stike their plexiglass cage window whenever I walk by. The Easterns almost never do this. The Texans are calm once removed from the cage though.
