Cement (Hypertufa mix) idea for leo... URGENT

I have an idea about building a 4'Lx2'Wx18"H cage for my leo and i want to cover the bottom with land scape features made with hypertufa.
My question is...My room is never a constant temp... what could i use with a thermostat to heat it? i thought a heat lamp wouldnt work, i cant use a UTH, or could i bury heat tape in sand or even in the cement?

Radiant heat panel.

It will warm the hypertufa, which in turn will radiate heat. Any brand will do, but I would recommend Pro Products over any other-give them a call, explain your situation, and he will tell you what you need, no problem.
