Are we safe until september, or are they enforcing it now?
It's not in effect yet because it hasn't been signed by the Gov. I won't be law until it is signed OR by default if the Gov doesn't veot it w/i a certain time frame (I think by the end of June).
Once it becomes law, a literal read of HB 12 (at least by me) suggests that it goes into effect immediately. However, some have been told differently. Also, TPWD may have the option to delay enforcement (I'm not sure about this).
We need an OFFICIAL answer from TPWD. Perhaps Troy can get us a solid answer from his sources in TPWD.
Various parts of HB 12 become effective at different dates. The way I read it it appears that this part of it becomes effective immediately upon being signed by the Governor. The Governor has 20 days from the time the bill was sent to him to either sign or veto it. If he does neither within 20 days of receiving the bill, it automatically becomes law even without his signature. HB 12 was sent to the Governor's desk on May 28th.
