The product as a whole is most likely cured, however I am sure you cut the product to fit the enclosure. That is most likely the source unless you used a some sort of adhesive, or contact cement. Either way the smell and odor should offgas in a relitivly short period of time. However if you used Contact Cement the wait maybe a bit longer.
At a minimum I would wait until the smell was gone before introducing the animal. I would also let the cage offgas in a well ventilated area.
