Will this work to remove or amend Section 62.0031?

CHAPTER 51 EXECUTIVE
SUBCHAPTER A PROCEDURES FOR THE ADOPTION OF RULES
RULE §51.2 Content and Submission of Petitions for Rulemaking

(a) Any person, referred to herein as 'petitioner,' by submitting an administratively complete petition as set forth in subsection (b) of this section, may request that the department adopt, amend, or repeal a rule. Petitions will be deemed submitted only when actually received in written form by the department.

(b) A petition shall be deemed administratively complete when the following conditions have been satisfied. A petition shall:

(1) clearly state or describe the complete text of the proposed rule or amendment, or describe the rule to be repealed together with the text to be repealed;

(2) explain the reason or justification for the requested regulatory action; and

(3) be accompanied by a mailing address, electronic mail address, and/or telephone number for the petitioner.

(c) The department may request any additional information deemed necessary to adequately consider the proposal submitted.

(d) A petition that is not administratively complete shall be returned to the petitioner with a written explanation of its deficiencies.

We just need to find out how many signatures it would require to get the job done.

More and more I think we need to have an attorney look into things for us.

why are you concentrating on safety issues? They would seem to me to be a minor factor. Why not attack it on the basis of being just plain WRONG and an abridgement of rights?

I've spent enough time roaming around west Texas to state as FACT that HB12 will KILL at least one of us if remains law and forces us into the wilds of west Texas.

one is safety and the other is commercial collecting.

I, like most here do not need or support commercial collecting. The safety thing is going to be easier to dispel with a stack of testimonials compared to 0 data.

The commercial thing we will have to address by conceding to some guidelines that put it to rest.

maybe not.... they refuse to even address rattlesnake roundups. commercial collecting discussions will start and end with Rattlesnake roundups unless they want to get serious, otherwise I'm pursuing those in TP&W that lobbied for this legislation from an official state capacity.
