Texas already actively recruits and sponsors civilian pedestrian foot traffic on the Right of Way through TXDot. This tax funded program is "Adopt a Highway". As far as I can find, there are no regulations about collecting trash at day or night, it might be amusing if a Texas Herp Society adopted a stretch of 118 or 277.
My point is really about the arguement of safety or lack thereof in the ROW. The state actually endorses and PROMOTES putting your average citizen on a right of way on all state highways. If you can ban picking up a toad on the right of way and justify it with safety- why promote picking up a beer can/or broken bottle?
I guess trash collection supersedes public safety?
The whole thing just reiks on many, many levels.
