I have found mention of "New Texas Regulations To Protect Wild Turtles, Nongame Wildlife" It talks about commercial collection of turtles and one sentence about snakes and nongame animals. Why is it not In their Hot Topics Page about Hb12 and the ban on hunting Reptiles from Right-of-ways where the public can comment on it. Are they scared to hear what the public has to say? They might have to start answering questions. Why is TP&W not telling the whole story? What do you guys think? Also there is a link so you can give them suggestions on how to improve there web pages webtech@tpwd.state.tx.us Should we use this to ask them to post information about how HB12 has made it illegal to touch a reptile in a public right-of-way. There should be something there to inform the public. I just feel they want to cover it all up with Commercial Collection. Who does the Texas wildlife belong to the state or the People?

When the truth is known may the wrath of the public decend upon them!

Dear Mr. Eby,

Your e-mail concerning House Bill 12 has been referred to me for response. House Bill 12 was passed by the Texas Legislature and has been signed into law by the governor. Section 44, which prohibits hunting of wild animals and birds on roadways and rights-of-way, took effect immediately and will be enforced immediately, as the legislation contains no provision for delayed or discretionary enforcement.

Because HB 12 is a legislative act as opposed to an agency rulemaking, the department suggests contacting the bill author, Representative Harvey Hilderbran, for information on purpose and intent, and to make comments on the legislation.

With regard to license validity, no provision of HB 12 invalidates any license, but by department policy all license sales are final and nonrefundable.

With regard to public affairs questions, the department is in the process of developing a press release on this subject and will prominently publish that press release on the TPWD website, probably today or early next week.
