Sheding problem

When I bought my new baby last weekend he was in shed. He shed great all the way back to the cloaca but stopped there. I have tried soaking him and even rubbed some mineral oil on it. I have used mineral oil on Cobra eyecaps and it works great but it's not working on the tail. Any suggestions? Thanks for your time. Sean

I soaked him for two hours. I soaked him again today for 4 hours and most of it came off in my hands when I took him out of the water. Thanks for responding Kelly. Sean
