newbie garter question

I'm no stranger to keeping reptiles, and I've kept other snakes before, but I just got a pair of blue sided garters and yes I know I should have done more research before purchasing, but dang it' if they weren't "too pretty" for me to wait. I kept a garter when I was a kid, but that was too many beers ago to remember much. I currently have them in an outdoor cage so they recieve morning sunlight and afternoon shade and they are on hardwood mulch, but my questions are; I was wondering what peoples oppinions are as to their prefered or ideal substrate and if they would prefer dry or moist substrate? Also, if these snakes breed in the fall and have babies in the spring, can I let them hibernate in my basement in the winter or should I keep them warm and active under lights in the winter? All input would be greatly appreciated. Thanks a bunch

You can keep them on dry substrate with a decent sized water dish and a hide box. They can be hibernated during the winter for mating the following year optimum temp for hibernation is around 55 degrees. Babies usually arrive around 90 days after mating.
