Neo is very useful on reptiles (burns, cuts, etc.). I would not use it as a cure for retained eye caps though.

Yes it can be use on cuts and burns to prevent infection however you must make sure that it does not contain any pain killer in it. However this does not mean you should do without a vet if the injury is serious

Betadine to clean up wounds and neoporin to prevent infection are 2 things that everyone should have in their emergecy kit for themselves as well as for their pets.

I would feel more comfortable with using the cream form and not the petroleum based product, but this is just my opinion. I agree with the betadine to clean. When in doubt, please take them to a vet.
