The Ball Python is easier to rear and handle (if done correctly), than any other snake in the 'python' family. Many snakes if given the time and energy can be just as friendly, over time.
The Blood Python, (Python curtus), is a little rougher than the average python, BUT as a CB can be quite tame, WB is a nice snake, but needs PATIENCE.

I think ball pythons are easier all around compared to blood pythons, but I totally disagree with Sariel when she says they are the easiest to rear. Carpets and childrens are MUCH better for a beginner that wants to get into pythons in my opinion.
I LOVE BALLS!! they are my fav. BPs are some of the less likely snakes 2 bite I dont no about bloods. I think they are both beautiful. That is all I can help u with.I hopr this helps

1) Friendlier: Depends on each snake. I have 7 BPs.
Of them:
1 is actually friendly.
3 tolerate handling
1 is handleable
2 are skittish
1 has bitten me.
Bloods that I've met don't really . . . do anything. But they can crawl backwards, which is creepy!
2) Nicer looking: I think they're both gorgeuos!
3) Cheaper: Hatchling BPs at a reptile show can go for $20. Hatchling Bloods for $100 .
4) My fav?: I have 7BPs because they're easier for me to find. But I'm getting a Borneo soon, yeees.
Something else to keep in mind: Size.
Borneos - same length as a BP (5-6ft)
Bloods - longer. Like, 8ft I think?
Black Bloods - ? Not sure.
Now, You put 3 or 4 BPs together, and you have the diameter of a Blood. Which means they need larger food sooner. The largest I feed any of my BPs is a Med Rat. My friend feed her (same length) Blood jumbo rats. Another cost to consider, there. If you get a 7ft Blood, you may need to be feeding RABBITS. They're girthy and lazy and need high humidity.
However, they're easier to get to eat. Disposals, lol.
What do you have experience with? If no experience, go for a BP. They're more forgiving. Even if they can be tricky to get eating.

3.3.1 Ball Pythons
I have kept and continue to keep both. I recommend Ball pythons before bloods for beginners because of additional husbandry requirements. Balls are very hardy and can handle beginner mistakes such as inappropriate temperatures etc. Bloods on the other hand are unforgiving as many succumb to respiratory problems easily when improperly housed. After you get confortable with balls, then do you homework and then you can consider a captive bred borneo stp.
