turtles do not bask

my turtles do not bask, the water temp is 76, the basking area is about 90 and the normal air temp is close to 80. they are chicken turtles, southern painted, and a res. any ideas?

I don't know anything about tutles.

However. From what I have read, not much, and my experince with other reptiles/amphibians. It may be time for the turtles to hibernate, they could be sick, or maybe the basking area isnt accesible.

Just a few thoughts that might be the problem/solution.
