Both are the same local. Keep them long enough and you will see some more color changes as they grow. The dark one most likely will lighten up in color.

I would say those are not the same age, even if they are similar in size. One is showing coloration of an older individual while the other shows coloration seen in babies. My opinion is based on seeing hundreds of niles and producing them myself and watching babies grow and change.
