Texas HB 1309 question

Am I understanding this right? Only keepers of those 5 non indiginous constrictor species are going to be required to get a permit? I didn't see any mention of a fee for this permit, any idea how much this fee might be if any? And what criteria are involved in receiving a permit? Does everyone that applies get a permit?

That was not set up in the legislation so it will up to TP&W to come up with the actual policy about fees and conditions.
