The eyes are closed and will open if the animal is soaked. Ronnie

I would try to get them to a vet and he will give you baytril injections. It will pick them up over a week or two and they should be healthy again. Try soaking them for a day in some warm water with a heat lamp over top. You can also try giving them some cod liver oil also. Good luck.
The first thing I would evaluate is the humidity. Box turtles thrive in humid environments, and do poorly when there is a lack of adequate humidity: swollen looking eyes that stay closed can be an indicator of insufficient humidity.
Allow the turtle to soak more frequently, and take measures to boost the humidity in their environment. You may find that symptoms clear within a few days.
Assuming it is infection without an exam by a qualified vet, and treating with an antibiotic can be both an exercise in futility and an unneeded expense. It has been my experience that bona fide eye infections can be successfully treated with opthalmic quality anti-biotic ointment alone.
