A few questions about the new Texas laws

Can someone help me out and clear up a few questions I have. I currently have a breeder group of around 20 adult box turtles, both ornates and three-toes that are both on the list. I also have a valid non-game collectors permit. I could be wrong but from what Ive heard it will be legal for me to keep the turtles I have now since I had the permit before the laws changed, right? I was really wondering about their offspring though, will I still legally be able to sell the babies to anyone? Either in state or out of state? Thanks in advance for the help.

This press release talks about the sale of box turtles, as far as I know if they are TX turtles you can not sell them even accross state lines (Lacey Act).

Hmmm, none of mine were wild caught though. I bought them all from dealers, and most of them came from out of state. Does that change anything? I read through everything I could find but I can't find anything that goes into detail about this stuff.

I'm not familiar with the details. I'd recommend emailing Robert Mcdonald, regulations coordinator for Texas Parks and Wildlife. He is usually fairly quick to reply. If you like his answer, then go with it. If you don't, then follow-up with him accordingly.

Also, posting his reply here would be helpful for many others. (It would be best to get his permission first.)
