what to use to clean out rat tubs?

Usually, I just scrape them out & put in fresh substrate.

To really clean them, I use three large trash cans - one filled with water & dish-soap (I scrub them with a scrubby sponge at this point), one with water (to rinse the soap off), & the third with a bleach solution - dip the cage, let it sit for 10 minutes, & hose it off.

Another guy I know has custom racks & cleans them with a pressure washer.

I use a 50/50 Nolvasan scrub solution or a 10% bleach solution. I just hose them off/out, spray solution on, scrub, then rinse.

I usually just scrape everything out and put in new substrate myself. Every couple of weeks I may do a full washing, which involves a water hose a sponge and some regular old dish soap.

Dump out old stuff, clean with dish soap and warm water. Rinse well. Repeat. Hope that helps!
