will a basic tub for a rack system be able to take a heating pads heat?

You need to use some sort of controller, whether it be manual (lamp dimmer) or auto (thermostat, proportional controller.) Have control and yes, it will be fine.

what is the max heat? i will have a basic store bought heating pad, and will have it on for about 8 hours a day.

For a colubrid? About 85 deg on the back end of the box. For a boa or python, maybe 90 or so.

What is the air temp in the room? If it is warm (like 80 deg) then for a colubrid I wouldn't put a heat pad at all until the air temp cools down.

You can buy a $40 thermostat from Big Apple Herpetological. That will ensure safety. Think of the animal in the box, not the plastic. The animal can't withstand anywhere near the temps as the plastic can.
