What type of Snake is this?

I found a 8-10 inch long black snake. It's back or top side is black from head to tip but it has a 2mm wide cream colered ring all the way around it's neck just behind the head. The underside of the snake is dark tan/light brown with black speckles along the length. The very last inch or so of the underside of the tail is more of a red or orange type color.
We found him inside the building. We live in Southern Arizona in a very rocky/sandy environment. It looks to be a baby. We are all curious as to what type he is.

Sounds like a ringneck of one flavor or the other to me. I think you said that you were in Arizona. Here's a link to a snake guide for Arizona.

Keep in mind that many snakes show a wide range of color variations which may be a result of maturity or locale. The ringneck you see in the guide may not be a 100% color match for the one that you saw.

Check out the below link. Should look close to your snake. Diadophus punctatus regalis. Regal ringneck snake in common terms. Not venomous to humans but their prey may have a different response to the question should they be able to answer.
