I'm going to be using a Kane heat mat/pig blanket for my large sulcata this winter and I was wondering at what temp I should keep it at?

He loves his overhead heat lamp and gets fussy when it's not on so it's going to be a change for him to get used to the heat coming from the ground up. Can I keep the heat lamp going and then have the heat mat underneath it as well or will that be overkill? This will be the first year that he's not going to winter with us in the main part of the house, he'll be in the basement on a cement floor so I'm trying to make it as comfortable as possible for him. He won't be on the bare cement floor as he has a 4' x 6' sleeping enclosure made out of plywood that's covered in linoleum but he will be walking around on the cement floor when he moves out of the sleeping enclosure.

Do any of you have a similar basement set up or do you have good ideas on how to set up a comfortable winter home for my sulcata? Another question, can I have hay sitting on the heat mat or will that be a hazard?
