dont listen to petstores

no snake needs uv

if you have town or city water give your reptiles storebought water, buy it by the gallon (its much cheaper than bottled).

Listen to some pet stores, if you have questions, they may be more educated on the topics, also some pet stores make it manditory to sell UV lighting for reptiles, snakes dont need it but some store say that you must have it, as far as declorinated water goes, you definatly can give it to them by using Repti-Safe, but as long as they have good liver function than the clorine shouldnt matter much, well water can actually be more harmful, due to any heavy metals or other minerals in excess, just like we have here in Vermont Jake.
