whats better? A heat pad or a heat lamp?

I use a subterrarium heating pad under 1/2 to 1/3 ogf the enclosure. This way there is an ambient temp. side and a warm side and the snake can regulate his own temp by moving to where he wants in the enclosure. For lighting just set him where he can have light during the day and dark at night. You can do this with sunlight or with synthetic lighting. Try to keep him on a normal photoperiod for the time of year it is. If you are keeping numerous snakes then heat tape is best under all the enclosures.
