I wonder if anyone has tried...

using a U.P.S. for their snake enclosures before. They're not cheap, but if you were to only plug in your thermostats to one it would be great peace of mind for us folks in areas where it can get COLD in the winter. I guarantee it would run heat tape/cord for atleast a few hours while your power was out, I mean they're designed to run PC's for enough time to save all you info and shut down before the power runs out. I think something designed to run multiple pc's for about 20 min would run some basic heat tape for a while. I'll have to do some exact math on this, but it sounds plausible. Plus as an added bonus, they usually have the best surge protection available on the civilian market built in.

I've not tried them but I do have a fancy power strip for my computer that has top of the line surge protection in it and kept my computer running for half an hour after the power went out. I'm sure if it could keep my computer and all my programs up and running for that long then it could keep a simple strip of heating tape going for a least a while if need be.

I don't know the conversion formula but an ups is rated at VA (volt-ampres). So if you know how many VA's your heating uses per second, then you could plan on how long your ups would last. Lets say you buy a $50 600 VA ups, and your heating uses .0002 VA/s. That means your ups would last 833 hours ((600/.0002)/3600(seconds per hour)). Figure out your average VA and you are golden. Calling Zoo Med, they should be back with me momentarily and hopefully they can give me the VA information necessary to do the math. Or maybe I've got it completely wrong. Probably so, it looks like they have a max wattage, and a number used for the number of hours. Zoo Med's heat cables come in ranges from 15 watts to 100 watts. So your pull is still about 1/4th that of a computer monitor. So it would probably run for about an hour for a 100 watt heat cable.
