would a Reptitherm UTH work for a bp enclosure made of 3/4" melamine

3/4" is a long way for any heat source to get through. Id suggest you plane out atleast a 1/2" where the heater will be sitting. 3/4" board is alot of space i know people haev done it and it works for them but you will not be using it to its capabilities. at that melamine is a laminate covered top much like your counter with as you know a counter top can handle extreme temp's that will not affect it.

Just my opionion.
