By definition, Yellowbellies are Het. Ivory. That's why the terms get used interchangeably. If they don't produce Ivories when bred to another YB, then they're not Yellowbellies (provided you did enough pairings to know you didn't just miss the odds). If you're working with a proven line, then it should be a sure thing, just like 100% hets. I guess it's possible that if you're dealing with imports or unproven animals you could have a snake that looks like a YB but doesn't prove out. I don't know how often that happens, though.
Just to clarify:
Ivory x Normal = all Yellowbellies/Het. Ivories
Ivory x YB = 50% Ivories and 50% YBs/Het. Ivories
Ivory x Ivory = all Ivories
YB x Normal = 50% Normals and 50% YBs/Het. Ivories
YB x YB = 25% Ivories, 25% Normals, and 50% YBs/Het Ivories
