I got a new neonate ATB garden phase yesterday and put him/her in the new enclosure, it has spent some time in the trees but spends most of its time on the cage floor, is this normal/ok?

That is totally normal. My babies are almost always on the ground, at night they explore. My adults usually go to the ground during the day and once the lights go off, they are perched until the lights come on in the morning hours. If they are hungry they will stay perched.
