eeehhhh.... i would go with- cutting hte cord down about 1/2 inch and re-attaching it--- if you know how to do that of course... but i had one start sparking (it was a little worse than yours)that was like that when i started up a circular saw... then it crapped out totally...
i'd go with a new one personally... better safe than sorry (and loose an entire collection and possibly your house)...

It looks like it is just the insulation/orange cover that has been pulled out of the neck of the plug and that the wiring is probably still connected properly. If that is the case, all you have to do is unplug it from everything, unscrew that screw on the side of the plug that clamps it closed and look inside to confirm that the wires are still screwed in place and then push the cord/orange cover back in the plug and tighten it back up. If the wires inside are not securely fastened then you will need to reconnect them. It is very simple to reconnect them but if you are worried about doing it yourself, take it to a repair shop and they will do it for practically nothing. To rewire that plug is a 5 minute repair.
