Tail-Twitching Constantly

I've had my bearded dragon for about 9 years, and hes been in good health. However, I've noticed that lately his tail has been twitching rapidly, and toward the tip it has become somewhat stiff. It seems to hurt him when I touch the tip. What is wrong with him?

My first impression is retained shed. You could try soaking him to loosen it.
