So, I guess I'm not getting the new kids. I was adopting two EBT from a shelter in PA. Unfortunately, when researching the best way to ship them, the shelter person found out it is illegle to ship them out of the state.

So, (sever pout), the search continues.

It's actually illegal to even have 1 unless it was kept before January 1st... I hate Pa laws. EBTs are allowed to be kept in Pa, even shelters/rehabs/adoption agencies can't have them.
