Yes, its Winter and his metabolism has slowed down. Just provide him with a small amount of greens daily should he decide he wants any.
You have to narrow out all the other possibilities before you settle on not eating is normal in the winter. Dragons will stop eating for a wide variety of reasons, overheating, parasites, infection, etc., etc. This time of year brumation is always a possibilty too.
I feel like a broken record but all reptile owners should own a weight scale. If he stops eating but doesn't lose weight then you can narrow out a lot of health issues. Dragons with unexplained weight loss have health issues. I have a dragon that hasn't eaten in almost 5 months, that has lost only a few grams, so I am not worried about her. I would get a fecal done if possible to narrow out the parasite issue. Rechecking your husbandry can narrow out the overheating issue. Illness & infection are tougher since you have to observe if their is any change in behavior.
If every other possible cause has been eliminated then you should supply a hide on the cool side of his enclosure for brumation.
