DOES THIS LOOK LIKE A FUNGAL INFECTION? IF SO CAN IT BE TREATED WITH ANTI FUNGAL STUFF MADE FOR HUMANS?

I would take it to the vet. We can only speculate as to what it is...testing is needed. There is one particularly bad fungus that needs to be treated with oral antifungal medication so even if you treat the spots and it appears to go away it might still be there...if that's the one it turns out to be.
Does it get any blister-like lesions?
no blisters but it did have some fluid come from it,after she sheds there is just a white area were the scales are missing.
