As far as regulations go. I am not sure, but I know you can't ship queens unless the person buying it has a permit.
Can anyone advise on the best way to ship ants?

Legally... On the rare occasion I have had to ship ants I put them in whatever container I am shipping in with a piece of damp paper toweling, this has always worked well for me.

Do you know exactly what the laws are governing shipping worker ants around the US?
I think in most cases without permits it is prohibited, it is certainly safest to assume so. YOu would need to check , or rather your recipient would need to check with their various local ag agencies, as should you prior to shipping.
I can tell you that the ants I receive come in one of two ways. Depending on the ammount, they come in either vials or small plastic containers. It depends on how many are being shipped. Nothing else is placed in the vial but some damp sand works well in the small container!
